According to the 'Pareto Principle' or the '80-20 rule', for many events 80 percent of the effects come from 20 percent of the causes. The recently concluded Budget Session of the Parliament is an excellent example of this principle.
Tuesday's Cut Motions by the Opposition were cut short by the UPA. Some may call this a victory by show of strength or, by dividing the opposition or, by winning the support of its important allies. However, it would be incorrect to call it an absolute victory.
